Joel wrote this book, and it’s supposed that he did so after the Jews had returned from exile in Babylon (538 BC) - but may also been written much earlier.
Joel was sent to Judah to say that God
was full of anger because of the people’s evil doings and ordered an end to it,
otherwise He would let enemy armies occupy the country. God let them experience
difficulties to remind them that only the Lord is the God of Israel. God
promised that if people stopped doing evil, he would bless them with wealth,
happiness and abundance.
Joel prophesy that God would give the Holy Spirit to all sorts of people, both young and old, signs and wonders (3:1-3).
Joel talks a lot about “Day of the Lord” as the day where God will punish the people if they don’t repent.

The scripture in 2:13 gives following describing
of God’s character and nature:"Return to the Lord your God, for he is merciful and compassionate, slow to get angry and filled with unfailing love. He is eager to relent and not punish.”
What does this book show about God’s redemptive
plan for mankind?
The prophesy about pouring out the Holy
Spirit was fulfilled in Acts Ch. 2:17-20.
And from the NT we know that Jesus talks
about The Holy spirit as the one who convinces about sin (John
16:8).
